A new deluge? People and aid in the aftermath of disaster

Abstract

The days that followed the 2004 tsunami witnessed an unprecedented generation and mobilization of aid. In Tamil Nadu, the deluge of aid pushed NGOs and the Government to act in haste without considering ground realities and local perspectives that held communities and their livelihoods together. Amidst all this efforts were made to highlight the primacy of ownership of the coast by people who, for generations, earned their livelihoods from fishing and by other artisanal communities who had sustained their livelihoods from the sea. Testifying to the robustness of these local communities and the distinctiveness of their world views, this chapter suggests that community participation in post-disaster planning is non-negotiable, and can be undertaken effectively.
